President Donald Trump has announced a significant cutback in joint military exercises with South Korea, citing their high cost and the unintended message they send to North Korea. This decision is linked to Trump’s “very good relationship” with North Korean leader Kim Jong-un. The Ulchi Freedom Shield exercises, which involve approximately 18,000 South Korean troops alongside U.S. forces and personnel from various United Nations Command member states, were originally set to commence on Monday and run through August 27.
While it was deemed too late to completely cancel the exercises, Trump directed Defense Secretary Pete Hegseth to reduce U.S. involvement considerably. Despite this directive, the South Korean defense ministry announced that the drills would proceed as initially planned. This move comes amid warnings from U.S. and South Korean military officials about North Korea’s growing battlefield experience, gained through its military cooperation with Russia in the ongoing Ukraine conflict.
North Korea has reportedly deployed over 14,000 troops to aid Russian forces, supplying artillery ammunition and ballistic missiles. This collaboration has allowed North Korean forces to gain exposure to modern warfare technology, including drones, GPS disruption, cyber operations, and missile systems. U.S. military officials have adapted the exercises to address these emerging threats, cautioning that the experience North Korean troops are acquiring in Ukraine could enhance Pyongyang’s military capabilities upon their return.
Trump’s previous reductions or suspensions of major U.S.-South Korean military exercises while engaging in diplomacy with Kim have stirred concerns in Seoul regarding the future of the U.S.-South Korea alliance and regional deterrence. Experts in South Korea warn that scaling back these exercises could undermine military readiness and deterrence, offering minimal diplomatic advantages, as North Korea has consistently demanded the full cancellation of such drills.
North Korea, viewing the exercises as a rehearsal for war, has threatened to retaliate with increased military measures and has also conducted ballistic missile tests in anticipation of the drills. Despite Trump’s decision, South Korean officials emphasize that the joint exercises remain crucial for preparing against a more capable North Korean military.
