South Korea Investigates Possible Legal Breaches in Fuel Shipments to Russia

South Korea is poised to take legal action if ongoing investigations reveal that recent fuel shipments from its ports to Russia breached domestic laws. This declaration comes in the wake of reports indicating that significant amounts of refined petroleum products, primarily diesel, were transported to Russia during July and August.

An in-depth analysis of port records and ship-tracking data disclosed that over 176,000 tonnes of fuel were loaded at various South Korean ports onto seven tankers, which conducted 14 voyages to Russia’s Far East. Notably, three of these vessels are under sanctions imposed by the United Kingdom and the European Union.

According to the South Korean government, the petroleum products in question do not fall under the country’s export controls on Russia, which mainly focus on restricting industrial machinery, electronics, and vehicles. However, officials are scrutinizing additional information about these shipments to ensure compliance with the law. The examination includes the tankers’ routes, their declared destinations, and any discrepancies that might suggest false declarations or other legal violations. Some of the sanctioned vessels reportedly declared Japan or Singapore as their destinations before ultimately heading to the Russian port city of Vladivostok.

The situation has drawn criticism from Ukraine, which argues that such fuel trade could potentially weaken international sanctions against Russia. In response, South Korea has dismissed Ukrainian criticisms, labeling recent statements about the shipments as inaccurate and inappropriate.

Ukraine has escalated the issue through diplomatic channels, seeking an explanation from Seoul. Amid rising tensions, South Korea has decided to recall its ambassador to Ukraine, expressing hope that the matter can be resolved amicably through continued consultations.
